Welcome to the Information Technology Cluster of COLED! Our cluster provides the technology services required to support cutting-edge public sector development in Liberia. We operate under the leadership of the Chairman, who reports directly to the Interim Leadership led by Dr. Robert G. Sherman.
We take a proactive, collaborative approach to deliver innovative, reliable, and sustainable technology solutions. Our goal is to optimize user satisfaction and outcomes across COLED’s mission.
We support these major functional areas:
Legislative, Executive, Judiciary, Public Administration, Defense & National Security, Finance & Budgeting, Foreign Affairs, Public Safety, Health & Social Services, Education, Infrastructure & Development, Environmental Management, End-User Training & Support, Communications & Networking, and Systems Administration & Operation.
Our cluster is designed to be customer-centered and responsive. We strive to gain high regard from COLED, cluster members, public and private partners, and international stakeholders.
About the Information Technology Cluster
Approximately 75% of Liberia’s workforce is employed by government entities—primarily at the state and local levels (e.g. schools, police, social services, hospitals) and less than 10% by private industry. Despite the need, the pace of technology adoption in both government and private sectors has been slow. Several factors contribute:
- Insufficient funding
- Corruption and weak accountability
- Complex procurement and contracting practices
- Lack of internal IT capacity
- Fragmented agency systems
These limitations have led to inefficient, costly, and cumbersome public services.
Vision & Impact
Our cluster’s vision aligns with COLED’s mission to reduce poverty, increase literacy, and improve infrastructure. We aim to lay the foundation for a digital government guided by informed policy.
Greater adoption of technology in government can:
- Eliminate redundant, error-prone manual processes
- Free workers to address more complex service needs
- Make government services more accessible
- Speed assistance to citizens
But technology must be deployed responsibly—ensuring public servants can assess whether systems are effectively serving the population.
In the public sector, technology plays many roles. We categorize them (sometimes overlapping) into:

Mr. Hajie Goll
Hajie Goll is an accomplished Information Technology executive, strategist, and innovator with extensive experience in enterprise systems, workforce technology, and digital transformation. With a strong track record of leadership across complex organizational environments, he specializes in designing and implementing scalable technology solutions that drive operational efficiency, data integration, and business intelligence.
He currently serves as Chairman of Information Technology for the Council of Liberian Experts in the Diaspora (COLED), where he leads initiatives focused on leveraging technology, artificial intelligence, and data governance to support national development efforts in Liberia. In this role, he works collaboratively with cross-functional teams and sector leaders to design innovative digital solutions that enhance service delivery, institutional performance, and knowledge sharing.
Hajie has deep expertise in enterprise workforce systems and has played a key role in managing and modernizing large-scale platforms, including Kronos Workforce Central environments. He has led initiatives to develop in-house workforce management systems, integrating timekeeping, reporting, and business intelligence tools to replace legacy platforms and improve operational efficiency. His work includes building data-driven architectures using Azure-based solutions, enabling advanced analytics, automation, and reporting capabilities.
In addition to his enterprise IT leadership, Hajie is actively involved in developing innovative solutions such as digital business card systems and AI-driven knowledge platforms. He has led efforts to design intelligent copilots and data repositories that support customer service, product lifecycle management, and organizational knowledge sharing, particularly within manufacturing and service environments.
Hajie’s leadership philosophy is grounded in innovation, strategic thinking, and service-oriented impact. He is deeply committed to the responsible use of artificial intelligence and emerging technologies to drive governance, improve decision-making, and create sustainable solutions for both organizations and communities. His work emphasizes the importance of aligning technology with business goals, empowering teams, and fostering a culture of continuous improvement.
Beyond his professional achievements, Hajie is a dedicated family man, known for his strong work ethic and commitment to excellence. He is married and has a family that deeply supports and values his dedication to leadership and service.
