The fundamental purpose of the Council of Liberian Experts in the Diaspora (COLED) is to harness the talents and skill sets of accomplished Liberian professionals in the diaspora and collaborate with colleagues at home to alleviate poverty and promote socio-economic development in Liberia.
Our Mission
The Council of Liberian Experts in the Diaspora, Inc. (COLED) shall be a non-profit and non-political entity committed to building a community of Liberian professionals in the diaspora with the expressed purpose of collaborating to assist Liberia’s development agenda with respect to the alleviating of poverty, improving the literacy rate and infrastructural development

Dr. Robert G. Sherman MIM, MBA, PhD

Siata Freeman
Ms. Siata Freeman
Ms. Freeman is an accomplished professional with extensive experience in international contract negotiation, project management, and global trade. She brings a strong combination of legal expertise and procurement leadership, contributing significantly to organizational efficiency and strategic operations.
She holds a Bachelor’s degree in Accounting from Cuttington University and a Bachelor of Laws (LLB) from the Louis Arthur Grimes School of Law. Her academic background provides a solid foundation in both financial management and legal frameworks, enabling her to operate effectively at the intersection of business, law, and governance.
With over fifteen years of professional experience, Ms. Freeman has demonstrated exceptional leadership in procurement processes and international transactions. Her work has played a key role in enhancing operational efficiency, strengthening contract management systems, and advancing automation initiatives within organizations.
Her expertise spans contract negotiation, supply chain management, and regulatory compliance, positioning her as a valuable contributor to institutional effectiveness and strategic growth.
Ms. Freeman’s combined legal and procurement background is instrumental in advancing COLED’s mission to improve organizational deliverables and promote sustainable socio-economic development in Liberia. She is recognized for her professionalism, attention to detail, and commitment to excellence in both legal and operational environments.

Anthony T. Togba MBA, CPA, CGMA
Mr. Anthony T. Togba
Anthony T. Togba is a seasoned finance and business executive with over 40 years of professional experience spanning banking, insurance, taxation, accounting, and entrepreneurship. His career reflects a strong record of leadership across both the private sector and mission-driven organizations, with a focus on financial management, institutional growth, and strategic innovation.
He holds a Master of Business Administration (MBA) from Arizona State University and has completed postgraduate training in taxation from Golden Gate University in California. He also earned a Chief Financial Officer (CFO) Certificate from the Stanford University Graduate School of Business. Mr. Togba is a Certified Public Accountant (CPA), a Certified Global Management Accountant (CGMA), and a licensed insurance professional in the State of Texas. He is an active member of the American Institute of Certified Public Accountants (AICPA) and the Texas Society of CPAs.
Mr. Togba has held several senior leadership roles throughout his career, including serving as President and Chief Executive Officer of Meridien BIAO Bank (Liberia) Limited, where he played a key role in strengthening banking operations and financial performance. He also served as Chief Financial Officer of Nanoscope Therapeutics, a U.S.-based biotechnology company dedicated to developing treatments for blindness, where he contributed to financial strategy and organizational growth within a highly innovative sector.
In addition to his corporate leadership, Mr. Togba is a serial entrepreneur committed to leveraging technology and business innovation to address real-world challenges. He is the founder of 2Buildafrica, an e-commerce platform designed to empower members of the diaspora to manage and execute construction projects in Liberia while residing abroad.
His professional and community contributions also include serving as Head of the Finance Committee of the Catholic Archdiocese of Monrovia, where he provided financial oversight and strategic guidance.
Mr. Togba is widely recognized for his expertise in financial management, his entrepreneurial vision, and his enduring commitment to advancing economic development and financial empowerment, particularly within the Liberian diaspora community.

Alvin N. Tweh BA
Mr. Alvin N. Tweh
Mr. Alvin Nahcheipor Tweh is an accomplished information technology professional, educator, and community leader with diverse experience spanning public service, international development, education, and faith-based leadership. His career reflects a strong commitment to service, technology advancement, and community empowerment across the United States and West Africa.
He holds a Bachelor of Science degree in Network Technology from Collins College of Design and Technology in Phoenix, Arizona. He has also earned multiple certifications in Health Information Technology and Management (MCIT) from Gateway Community College. In addition, Mr. Tweh has completed graduate-level coursework in Cybersecurity at Grand Canyon University and has obtained several professional certifications in cybersecurity and information systems.
Mr. Tweh currently serves as a Computer Technical Analyst within the Division of Technology at the Arizona Department of Economic Security in Phoenix, Arizona, where he supports critical IT infrastructure and service delivery systems. His technical expertise includes network systems, cybersecurity, and health information systems.
In academia, Mr. Tweh has served as an Adjunct Faculty Member at the American Indian College in Phoenix, Arizona, where he contributed to student learning and development in technology-related disciplines. He has also worked as an Information Technology Coordinator for the Scottsdale Unified School District and as an Electronic Health Records (EHR) Educator and Trainer with Sedona Learning Solutions in Arizona, supporting the implementation and training of digital health systems.
Mr. Tweh has significant experience in international development and humanitarian work. He served as an Administrator with Africare International in Guiglo, Côte d’Ivoire, where he led and supported projects in agriculture and healthcare in partnership with the United Nations High Commissioner for Refugees (UNHCR). His work focused on improving community resilience and access to essential services.
A dedicated community leader, Mr. Tweh served as the second President of the Liberian Association in Arizona following its founding. He is also a founding member of the Liberian Association of Abidjan, where he served as a coordinator for one of the largest Liberian communities in Abidjan, Côte d’Ivoire. His leadership has been instrumental in strengthening diaspora engagement and community organization.
In addition to his professional and community contributions, Mr. Tweh serves in a faith-based leadership role as Interim Chaplain, reflecting his commitment to spiritual guidance and service.
Mr. Tweh is a devoted Christian, a family man, and is married with three children. He is widely recognized for his dedication to service, leadership in technology, and commitment to community development both in the diaspora and in Africa.
